People's Party should remove the concerns of all stakeholders for peace and economic development

Friday, February 18, 2022

The protest in opposition to the local government law was showing intensity with the passage of time because after the completion of a month of peaceful sit-in, Jamaat-e-Islami extended the scope of the protest and announced to shut down Karachi from the 5 most important places. If this were to happen, not only the life system would be paralyzed, but all business and economic activities would also be severely affected. A consensus was reached on the proposed amendment. He declared his success by promising that his proposed amendments would be passed.

The amendments agreed between the Jamaat-e-Islami and the Sindh government in the Local Government Act will soon be approved in the Sindh Assembly session, but it is worth noting here that the Charter of Demand of the Jamaat-e-Islami and the MQM and Pak land The demands of the parties differ and the MQM and Pak Sarzamin Party are still following the program of protesting for changes in the Local Government Act.

The Sindh Assembly approved the Local Government Law, which was rejected by all the opposition parties, except the People's Party, which is in power in Sindh, raising objections, and the provincial government was asked to change this law. In the dharna outside the Sindh Assembly of Jamaat-e-Islami, Provincial Minister Nasir Hussain Shah and others started negotiations by establishing a joint committee with Jamaat-e-Islami, but Jamaat-e-Islami agreed to amend the law. Refused to call off the peaceful sit-in until a vote was reached and continued the sit-in.

Other parties also continued to talk about the protest for the amendment of the Local Government Act and then the MQM held a protest which was moving towards the Chief Minister's House through Shahrah Faisal instead of going to the Press Club. They tried to get them to agree to protest by going to the press club, but there were clashes between the protesters and the police near the Chief Minister's House and the protesters were dispersed with heavy shillings, on which the MQM claimed that the police used violence to disperse them. A worker has died while the government denied that he was killed by police violence.

But after this incident, the situation seemed to turn bad and instead of talking between the government and the opposition parties, the matter seemed to be resolved on the streets. Because if the MQM went to the Chief Minister's House to protest in the presence of the guests of an important event like PSL, the Sindh government should have resolved the issue through dialogue instead of this behavior.

In a democracy, protest is the right of political parties and resolving issues with patience and tolerance by keeping negotiations as the first priority is a proof of the wisdom of the political government. happens.

The consensus between Jamaat-e-Islami and the Sindh government on the amendment of the local government law is welcome, but it is better that the provincial government of Sindh negotiates with all the opposition parties in this matter and formulates the local government law by consensus as much as possible so that Sindh All the stakeholders in the settlement are satisfied with the local law.

Ending the anxiety in this regard in Karachi through peaceful negotiations is the moral responsibility of the government of Sindh and the maintenance of law and order in Karachi can be beneficial for the people and the country's economy. It has already been written that the more empowered the governors in Sindh are, the greater the benefit of the people as well as the People's Party itself. It is best that the system of direct election of governors be adopted throughout Sindh and the governors should be empowered and provided with all possible powers and resources so that they can be elected without any interference from the people of their area. They should be able to serve and not need anyone to solve problems.

After negotiations with Jamaat-e-Islami, it has been agreed that the elected nazim of Karachi will be the chairman of the Karachi Water and Sewerage Board. Similarly, the police and administration should also be under the elected nazim so that they can manage their area. In legal matters, the problems can be resolved quickly by working with the institutions. Of course, for the completion of the development projects, a development board should be formed in each district, in which the elected administrators as well as the local members of the national and provincial assembly and the deputy commissioner are also members of this committee. This development board should approve the local development projects and fully monitor the completion of the projects and the payment of the development expenses should be the responsibility of the concerned Deputy Commissioner. will be able to create and complete and the use of government resources will also be possible in a transparent manner.

The Sindh government should show greatness in this regard and immediately start talks with all the opposition parties and all the opposition parties should also give priority to negotiations for consensus on the change in local government law.

The behavior of any party who escapes from the negotiations cannot be justified under any circumstances. Difficulties will increase for the citizens.

The ruling party in the federal government suspended the local government representatives in Punjab unjustifiably for two and a half years. How can a party with this behavior protest in Sindh? However, it is necessary to completely end such behavior and elected in all provinces. Local government representatives should be allowed to work for their term in any case, regardless of whose government comes, every government is bound to ensure timely local elections because local government system is the basic democracy.
